Some people have already had problems transfering their domain from one registrar to another. Usually there may be a couple reasons: tech problems, password loss or dificulties imposed by the current registrar for registro de dominio.
ICANN will recomend people to contact the company they wish to transfer your domain name to (destination company), reporting such dificulties. Registrars can’t to deny transfers, due to ICANN dominio policy. The only one reason a registrar may deny a domain name transfer is when it’s expired.
In this case, the user should renew the domain , and then transfer to the new registrar registrar dominios.
